Derived from 800 number, 400 number is a special number which charges both calling and called party. In the end of last century, to enhance external business expansion, the Occident designed 800 number which can be dialed by any telephone terminal at any place throughout the country. With the innovation of domestic telecom industry, five telecom operators were born, among which there are 3 fixed line operators: China Telecom, Netcom and Tietong. Then, there born 400 numbers independently operated by these 3 operators. 400 number is made of 10 numbers.
